Hemaya is a digital platform developed for Dubai Police to promote safety, well-being, and community engagement across schools in Dubai. Designed for students, parents, and public users, Hemaya centralizes key services such as safe reporting, student activities, and social programs. The platform also includes an internal admin panel for streamlined management, enabling Dubai Police to track, analyze, and respond to reports in real-time—all in one place.

01. Start
The project kicked off with discovery sessions between the Dubai Police team and our product design unit at Crowd Digital. The goal was to create a centralized digital platform that would allow students, parents, and school communities to engage with safety, social, and educational services—all while enabling Dubai Police to manage reports and data seamlessly through a powerful admin dashboard.
How might we create a safe, unified, and easy-to-use platform where students can report issues, parents stay informed, and Dubai Police manage cases efficiently — all in one place?
02. Research
The research phase was critical to shaping Hemaya. We needed to understand the challenges faced by students, parents, and schools in ensuring safety, engagement, and transparency. By analyzing existing systems and speaking with stakeholders, we identified gaps that the platform could fill.
I reviewed Dubai’s school safety initiatives and community programs, studied how public sector SaaS and civic platforms operate, and mapped out how services were currently fragmented across multiple channels.

Through stakeholder workshops, user interviews, and surveys, we uncovered recurring themes:
Students feared judgment and wanted a safe, anonymous way to report bullying and misbehavior.
Parents and students required clear status updates to build trust and accountability.
Schools struggled with scattered tools and needed one dashboard to manage reports and services.
Users wanted quick access to activities, events, and programs without complicated registration.
10th Grade Student
Aisha is a bright and curious student who actively participates in school programs but struggles with bullying at school. She seeks a safe platform to voice her concerns.
GOALS: Close more deals, manage clients efficiently, access tools on the go.
FRUSTRATIONS: Trouble accessing Insellerate on mobile, delayed responses, keeping track of clients.
NEEDS: Easy mobile access to client info, smooth communication, real-time notifications.
Banker & Parent
Nayef is a father of two school-going children. He is protective of his children and wants to ensure their safety at school and in the community. He relies on digital platforms to stay updated about services for his kids.
GOALS: Wants to monitor his children’s safety and activities while being able to share feedback when needed.
FRUSTRATIONS: Feels limited by lack of resources for parents and delayed updates on reported concerns.
NEEDS: Requires a parent-focused platform with clear child profiles, safety reporting, and reliable support.
03. Strategy & Planning
The sitemap process was pretty straightforward. I’ve started thinking of the homepage as the main container for almost all my features. Then I’ve defined the primary and secondary navigation.
I focused on two core tasks during usability testing:

The wireframing process was a key step in designing the Hemaya platform. It acted as the foundation, mapping out the core structure and user flow for both public users and administrators before moving into detailed visual design.
A unified design system was developed for Hemaya to maintain consistency across the public website and admin dashboard. It defined typography, colors, grids, and reusable UI components, ensuring a cohesive, accessible, and scalable user experience for all stakeholders.
In shaping Hemaya’s visual design, the goal was to balance trust, safety, and modern digital usability. I used a clean and professional color palette inspired by Dubai Police’s brand identity, ensuring familiarity and credibility. Typography was chosen for clarity and accessibility, making content easy to read for diverse audiences including students, parents, and officials. Icons and illustrations added warmth and approachability, while structured layouts kept the interface organized and intuitive. This blend of visual elements reinforced Hemaya’s mission—providing a safe, transparent, and engaging platform for the community.
04. Conclusion
The Hemaya project reinforced the importance of designing with empathy, trust, and scalability in mind—skills I’ll carry forward into every future product I help bring to life.
Creating solutions for students, parents, schools, and admins required balancing simplicity with depth.
Every design choice had to reinforce a sense of security, anonymity, and transparency.
Close collaboration during handoff ensured the design system translated smoothly into development.
Building a design system early allowed Hemaya to scale efficiently across new initiatives and services.
